I'd agree that's probably going too far but to use an analogy for on the water regulation, you don't play football with up to 11 men on the field and a ball that can be no bigger than a certain size. It's a case of you field 11 men or you don't play and the ball has got to be regulation size or it's illegal. In tennis, the net has got to be so many inches high and in cricket you don't have up to three stumps, it's 3 stumps or nothing.
On the point Chris posted, ( and I can see where he's going ) but I think having a max value placed on a rod or reel is again too far but should it be the case that there is a regulation rod, reel and say 4 lines of given density for every competition or you can't enter. ;)
