    Carefully check it over to ensure that no nails or pins have been used to fix it in place, probably a hot air paint stripper gun might be your best bet if not, as very often epoxy was used to fix reel seats.     UV resin, is now available in several different types, so it maybe worth a try. However, it's going to be quite labour intensive, as each fly will need to be done separately. TBH, I doubt if it would work well though, as resin reacts with different solvents, creating effects like colour...

    As the foam is pretty inert, it's unlikely to stick or last very long. The foam is movable, enamel is not.
