I once had a very good day early season at stocks fishing two foam suspender buzzers on a fast sink line and short leader just slowly figure of 8 back.

If booby's are banned then it is likely that any other bouyant fly on a sinking line will be too. Check the rules. However, a FAB will fit your criteria.

Just because it is banned doesn't mean folk don't use it. Is the water patrolled by a warden? If not, what is to stop them?

Could be several things. Flies too big, tippet too thick and / or floating. Could also have tried a different shape fly. They may have been drawn to your fly but turning away at last second as not looking like the natural they were feeding on (assuming there was a hatch?).

You will be able to fish your flies through the layers by counting down in 5 second intervals before you start you retrieve. The point fly will eventually sink if the line is allowed to do k deep enough.

Different people have different preferences. It can depend on the type of fishing you do. For dry fly river work I like a furled leader with tippet.
