I'm no expert on Hardy rods but I understand (from a chart I have) that 1BO (capital 'O', not zero) denotes a date of Feb. 1992.
Hardy Brothers became House of Hardy Ltd. in 1985, and your rod bag label thus fits with the date above as after then.

You'll find a chart here on Hardy's site showing the dates their models were introduced, but it only runs to 1986. Still, the history may interest you?
As sash says, the blank would have been made by Hardy - at their Fibatube blank factory, also in Alnwick, England.

If you (or a fellow member) can locate a 1992 Hardy catalogue then you should be able to pin down your rods line rating given its length and number of sections.
