Sounds like you don't think.

No, decent people can be offended too when they are falsely accused, and get upset.
Or, as another watcher experienced, you can have a 'chancer' open a coat on you and be shown a big knife.
I don't have powers of arrest, I am not paid or armed, and I am approaching complete strangers, sometimes in groups, on a river bank.
And the police cannot be relied on to turn up anytime soon.

If you did think, you would realise it is much the better policy to go in with a friendly chat usually, and that most people are decent and law abiding, but that 'chancers', as you call them, can turn aggressive and violent when confronted.

Report him as there is no grayling fishing covered under the Teifi clubs and it is classed as poaching.

If its fear of 'big knives' that prevents you challenging fishers I'm thinking this is not the right job for you, if someone is fishing out of season you should be able to tell and inform them, its that simple, no one is asking you to do more.

I'd consider your words to me just now more out of order than informing someone they are breaking rules, I'd advise against that sort of attitude, which I think was your point.

Firstly, it is not a job. I was asked to keep an eye on the river because I live alongside it. I do it voluntarily, like my strimming and spraying, for the good of our community.
Secondly, I have made numerous citizens arrests in my time. About 10. One of a robber from a jewellery store in South Kensington, the rest minors.
Thirdly, the guy posting the question was not a bailiff, he was a fellow angler, so I advised him accordingly.
Fourthly, the angler he asked about might not have been breaking the rules, he might have been genuinely after grayling, or Chubb or pike.
Fifthly, the fact you advise charging in like a bull in a China shop, throwing around accusations at complete strangers, comes as little surprise to me.
Sixthly, if you are not afraid of 'big knives' you are dim. Again, not surprised.
Lastly, you said you had 'ignored' me, and I would be grateful if you would be true to your word.

I'd rather have a few anglers out on the river in the brown trout close season fishing for coarse fish even if they do catch a few browns.
Eyes on the river more important than the odd out of season fish imo..

I owned a business and every year, like clockwork, Romanians would come down the street. They moved area to area, a few weeks at a time.
Women holding babies would come down first, holding signs, asking for money. They scouted for wallets and phones on tables.
Then the young kids would come down to take those phones and wallets.
Finely tuned operation.
Knew what they were doing. Too young to be detained, just taken down to the cop shop.
Ten was a conservative figure.
Felt like one a week some summers.
Cops told me they lived 30 to a house, and stole thousands of phones a week. Worked Paris too, then went back home for winter.
Every year.

The other was of a twenty something who nicked a gold Rolex from a jewellery shop opposite and ran. I could run too in those days and got him after a few hundred yards.

Solid attempt at humour though. Nice one.

Out of season brown trout is busy doing other things , not very much interested in active feeding.
